Dak IX Transmit help needed

Picked up a really nice Dak IX receives fine but has no output.
It does show plate current and when mic is keyed there is audio going through the radio as shown on the mod meter but it has no output. I did pull the case off and noticed that the smaller tube is glowing really bright and the larger tube is dim. I assume the small tube is the driver and the larger is the output tube.
Any help would be great.
